PROBLEM TO BE SOLVED: To solve problems of occurrence of radiation noise and increase in the power consumption caused by power amplification because pre-emphasis amplifies high frequency components such as falling and rising of a signal. SOLUTION: A switch 304 switches a signal and transmits the switched signal, the signal being subjected to or not subjected to signal processing by a pre-emphasis circuit 303 for applying emphasis signal processing to the falling and/or rising of the transmission signal in response to a count counted by a toggle counter 302 for counting the number of the falling and/or rising of the transmission signal.
