PROBLEM TO BE SOLVED: To provide a connecting device capable of improving conductivity and spring property especially of a contactor contacting an external connection part of an IC etc., and to provide its manufacturing method. SOLUTION: Upper surface, lower surface, and both side surfaces of a conductive member 40 of a contactor piece 20a are completely surrounded by an auxiliary elastic member 41. The conductive member 40 has specific resistance lower than the auxiliary elastic member 41, and the auxiliary elastic member 41 is made of a material having a yield point and an elastic coefficient higher than the conductive member 40.
