PROBLEM TO BE SOLVED: To display a new road not included in map data, in an accurate position based on a movement locus of a mobile body and to update content of the map data for displaying the new road in the accurate position. SOLUTION: A satellite receipt part 103 receives positioning information from a GPS satellite and receives correction information from a quasi-zenith satellite for correcting the positioning information. Using the positioning information and the correction information, a positioning part 104 precisely measures a location of the mobile body. A map data update part 109 specifies the movement locus of the mobile body according to a positioning result by the positioning part 104, and if the movement locus of the mobile body overlaps with map component data other than road data, carries out update for changing the overlapping part into road data.
