A system and a method for collecting an expressway toll with vehicle number recognition are provided to collect the expressway tool without installing a sub terminal to a vehicle by capturing a license plate, recognizing a vehicle number from a captured image, and billing the expressway toll to a phone number registered to the vehicle number. A vehicle detector(200) detects whether the vehicle enters a tollgate. A camera(300) captures the vehicle by receiving an operation signal. A vehicle number obtainer(100) transmits the operation signal to the camera if the vehicle detector detects the vehicle, obtains the vehicle number by extracting text information from the license plate image captured through the camera, transmits the recognized vehicle number and an ID number of the tollgate to a toll collector(400), and receives billing information from the toll collector. The toll collector determines billing by receiving the vehicle number and the ID number, and determining whether the vehicle number is registered by a user, and the tollgate is an open or closed type. A telecommunication company service unit(500) stores the vehicle number of the user registered to a toll payment service of a telecommunication company.
