PROBLEM TO BE SOLVED: To control start-up of an application processing unit without deteriorating convenience while guaranteeing security. SOLUTION: A section 1047 detects elements not to be collated in an image. The image from which the detected elements are excluded is used to perform collation processing. A partial image feature value calculating unit 1045 calculates feature quantities corresponding to patterns of a plurality of partial images in accordance with the partial images in the image. The section 1047 detects an area specified by a combination of partial images having predetermined calculated feature values as an element not to be collated.
