In the retroreflection sheet provided with a specular reflection layer, specular reflection regions provided with the specular reflection layer are insulated electrically from each other by a nonspecular reflection region where the specular reflection layer is not provided, and are arranged in repetition pattern partially while forming an independent region, thus exhibiting radio wave transmissibility.
