PROBLEM TO BE SOLVED: To easily and securely monitor a fraudulent modification of a game board in a game parlor. SOLUTION: An information management part 282 correlates human body detection information indicating detection of an approach of the human body by a human body detection means with discrimination information for discriminating the game board and stores the information. When a facial image of a collation object is determinated as a facial image of a stored person, monitor information DB285 correlates the facial image of the stored person with the discrimination information as the monitor information DB285 and stores the image. A collation determination part 286 collates the monitor information stored and the human body detection information stored based on the discrimination information. Based on a collation result through a discrimination information collation means, in the case of existence of the monitor information DB285 and the human body detection information that agree with the discrimination information, a reporting part 288 reports that a fraudulent act to the game board is detected.
