A supplying roller supplies toner to a developing roller which develops the electrostatic latent image formed on a photoconductive drum. The controller controls the supply to output first and second voltages to the developing roller and supplying roller. A detector generates a signal indicative of remaining toner. The voltage controller performs voltage correction according to the signal either in a first mode where the first voltage has a smaller value when the signal has become below a reference than when the signal is above the reference, or in a second mode where the first voltage has a smaller value when the signal has become below the reference than when the signal is above the reference, and a difference between the first and second voltages has a larger value when the signal has become below the reference than when the signal is above the reference.
