The apparatus comprises a casing forming a handle enclosing a motor driving a shaft in an oscillating movement, onto which instruments, particularly toothbrushes, may be fastened. It comprises an independent cap (7) which covers the elastic sleeve (11), ensuring leaktightness. This cap is fastened onto the shaft (5), but engages freely inside the casing (1), leaving a space (14) in the form of a chicane. The cap has at least one chicane-type slot (15) permitting water circulation. This construction makes it possible to clean the space between the sleeve and the end of the casing very simply. <IMAGE>
