mixing higher alcohol fatty acid esther and the compound of high fatty acid esther and polyoxyethylene in the ratio of 1: 5: 1 so as to have the Hydrophilic-Lypophile Balance(HLB) of 3-4; preparing the nonionic emulsifier solution by adding water and pectine in the mixture while stirring; and mixing the emulsion solution and the waste oil filtrated in a stirrer.
