The method increases an allowable load, drains water without a loss of earth and absorbs impact or vibration by forming fabric layers over and under a sand layer. The method comprises the steps of : flattening an earth surface(7); laying the fabric layer(6) on the earth surface(7), forming the sand layer(14) and laying the fabric layer on the sand layer(7); laying lower iron reinforcing rods(9) with an insertion hole(8) on the buoyancy layer; building an axle(4) of the top type concrete pile(1) and pouring crushed stones(10); fixing hooks(5) protruded over the pile(1) with upper reinforcing rods(11).
