A foaming agent having remarkably controlled solidifying properties and keeping a high fluidity and a dispersibility into a resin even after storage for a long time; and a process for producing the same. It is substantially anhydrous and produced by treating a foaming agent with a surface-treating agent capable of removing water from the foaming agent and, if necessary, heating the foaming agent in the course of or after the treatment.
