PROBLEM TO BE SOLVED: To execute initial setting by a simple operation without carrying a personal computer. SOLUTION: A first processing for waiting for communication to be enabled between an on-line communication unit 2 and a PHS module 6 by receiving operation of an initial setting switch 8, a second processing for urging initial setting of the on-line communication unit 2 by displaying a picture for the initial setting on a vender vision 7 in the mutually communicable state between the on-line communication unit 2 and the PHS module 6 reached by receiving a reception signal from the PHS module 6, and an operation input of each button 6a on the PHS module 6 by a service man following the picture for the initial setting displayed on the vender vision 7 are received through a telephone line 5, to thereby execute the initial setting of the on-line communication unit 2.
