PROBLEM TO BE SOLVED: To distribute advertisements to many users while reducing costs with which the users should be charged. SOLUTION: A transmitter changes the first digit of the telephone number of a reception handset 900 from 0 to 1, and transmits a message with advertisements. A handset 320 inserts a general access number such as 1613 before the telephone number. The message added with 1613 is transferred to a message transferring node 520, and when 11 digit numbers below GAN start with 1, 1 is changed to 0 so that a correct telephone number can be obtained and transferred to the reception handset 900. On the other hand, a message transferring node 520 transmits an advertisement request with the telephone number of the handset 320 to an advertisement distributing server 360. The advertisement distributing server 860 transmits an advertisement message including the advertisements and a return number to the message transferring node 520. The message transferring node 520 transmits the advertisement message to the handset 320.
