PROBLEM TO BE SOLVED: To provide a protecting material for preventing cut of a buried substance such as a gas pipe, a water service pipe and a cable box buried under the ground of a paved road. SOLUTION: This protecting material is formed by inserting a plurality of long-fiber materials hard to be cut and easy to be entangled into a hollow part of a hollow concrete member, which is formed of a rod material having a certain thickness or more and having the hollow part passing through the center thereof, in the longitudinal direction without binding them.
