PROBLEM TO BE SOLVED: To reduce assembling cost with the work for venting air inside a cylinder and the work for filling operating fluid when assembling a cylinder device. SOLUTION: This cylinder device 30 is provided with a cylinder 31, a first piston 32 and a second piston 33. The first and the second pistons 32 and 33 form a second and a third chambers 36 and 37 for housing operating fluid. A small diameter part 31c of the cylinder, to which the outer peripheral surface of the second piston 32 faces when the first piston 32 abuts on a step part 31a of the cylinder, is formed with an inclined step part 31c1. The inner peripheral part 31c2 lower than the step part 31c1 is formed into a cylindrical shape having a diameter larger than the outer diameter of the second piston 32. A communication passage 40 for communicating the second chamber 36 with the third chamber 37 is formed between the step part 31c1 and the inner peripheral part 31c2 of the cylinder and the outer peripheral surface of the second piston 33.
