PROBLEM TO BE SOLVED: To eliminate a fear of power shortage by obtaining an energy source not requiring fossil fuel such as petroleum, coal and natural gas dependent upon import, atomic energy attended with risk of radioactivity, hydraulic power, wind power, wave power, solar light or the like. SOLUTION: An elastic body is provided under a road surface through which vehicles and men pass, and a plurality of passive basements in which vertical movement can be performed depending upon the passage of vehicles and men are arranged. The plurality of passive basements are jointed with mutual timing taken using a geared belt or the like to convert vertical movement into rotational movement, thus driving a generator by the rotational movement.
