PROBLEM TO BE SOLVED: To solve the problem wherein it is necessary just in case of emergency such as disaster, to reduce bands since communications frequently occur and communication bands are congested, but in the conventional coding system, the bands are hardly reduced, in case of emergency such as disaster, since a long code is allocated to information that occurs rarely, i.e., such emergency information that occurs frequently only in case of emergency such as disaster. SOLUTION: A code allocation apparatus 100 comprises: an emergency index calculation part 160 for calculating degrees of emergency for each of a plurality of pieces of information by a processor; an information storage part 150 for storing the emergency indexes, calculated by the emergency index calculation part, indicative of the emergency degree for each of the plurality of pieces of information in a storage device; a bit length calculation part 120 for calculating a bit length of bits to be allocated to each of the plurality of pieces of information by the processor, on the basis of the emergency index stored by the information storage part 150; and a code allocation part 130 for allocating the codes of the bit length calculated by the bit length calculation part to each of the plurality of pieces of information by the processor.
