The present invention relates to an apparatus and method for estimating a location of insulation defects of a molded transformer on a live line. The purpose of the present invention is to provide an apparatus configured to prevent earth of other electric power facilities on a power distribution system and a cross talk interference phenomenon, and to have high detection sensitivity by measuring a signal by closely putting an RF antenna sensor, which uses a non-contact method, to a molded transformer instead of a conventional apparatus which measures a signal by coupling a sensor to an existing earth wire to measure the signal by separating noise introduced from the outside, and a method therefor. To achieve the purpose, the apparatus of the present invention comprises: a sensor unit for measuring a partial discharge signal by changing a measurement height and a measurement angle in a horizontal or a vertical direction of a defect sample; a calculation unit for calculating the number of a discharge pulse and the size thereof of the defect sample based on the partial discharge signal measured by using the sensor unit; and an estimation unit for estimating a location of insulation defects of the defect sample based on the number of the discharge pulse and the size thereof calculated in the calculation unit.
