PROBLEM TO BE SOLVED: To control communication maintenance to be maintained even when communication traffic temporally changes.SOLUTION: A network control system including a network control device for controlling the communication path of each communication flow with respect to a network in which a plurality of relay devices are connected via links comprises: a network information acquisition part for acquiring information related to the quality value of each link of the network; an extraction part for extracting the communication flow which passes through a congestion link in a congestion state among the links on the basis of information related to the quality value of each link acquired by the network information acquisition part; and a determination part for determining whether to change the communication path of the communication flow extracted by the extraction part on the basis of the quality value of each link acquired by the network information acquisition part. The respective processing of the network information acquisition part, the extraction part and the determination part is repeated. |
