PROBLEM TO BE SOLVED: To provide a billet continuous casting method for producing the Si- killed cast billet having good surface characteristic without developing blow hole and sand mark defect and further, without developing nozzle clogging. SOLUTION: In the producing method of the continuously cast billet for casting the steel composed by wt.% of 0.05-0.35% C, 0.10-0.35% Si, 0.2-1.12% Mn and the balance Fe with inevitable impurities and 0.5-3.2 Mn/Si, with an open-pouring, Al content is made to <=0.005% and in a continuous casting mold, Ti is added in the steel at larger part between [10,000/(250×[%Mn]/[%Si])+200] g/ton of molten steel and [9.2+5.6/([%Si]/[%C])] g/ton of molten steel and <=60 g/ton of molten steel.
