PROBLEM TO BE SOLVED: To realize a mobile wireless communication system where no trouble is caused to surroundings by wireless communication without impairing the convenience of the mobile wireless communication system. SOLUTION: The mobile wireless communication system comprises a base station that relays communication to a mobile terminal, a local communication controller that is installed close to an area where restriction of wireless communication is required and controls the communication of the mobile terminal in the area, and the mobile terminal that has a character/graphic display mode, a manner mode and a usual speech mode and whose communication is controlled and whose power is interrupted by a signal from the base station. When the mobile terminal enters the restricted area managed by the local communication controller, the local communication controller uses its number acquisition section to acquire an identification number and possessor information of the mobile terminal, records them to its information storage section, decides a restriction communication mode of the mobile terminal on the basis of the possessor information of the mobile terminal and interrupts the power of the mobile terminal or selects the communication mode of the mobile terminal.
