PROBLEM TO BE SOLVED: To provide a terminal management device when a plurality of service providers bear the cost of a terminal. SOLUTION: The terminal management device manages sharing of the cost associated with the distributed terminal by at least one provider. When a new provider is added who provides services by using the terminal after the distribution of the terminal, the balance of the cost shared by each provider, which is changed by the addition, is calculated and totalized.
