PROBLEM TO BE SOLVED: To solve the problem that the overhead for transmission is large since a packet header is needed each time generated redundant data are transmitted. SOLUTION: Priority representing the importance of information is made to correspond to the data classification of time-series data and at least one of an error tolerance system and capability is determined according to the priority; and at least two data classifications are selected to perform error tolerance processing and redundant information obtained as a result is constituted in the same packet together with the data classification of the time-series data and transmitted and recorded.
