PROBLEM TO BE SOLVED: To provide a power generation device without exhausting carbon dioxide, by making strong rotary motion, by joining solar energy, gravitational energy and water flow energy of an ocean current or a tidal current. SOLUTION: This power generation device comprises a heavy mass part having a rotary shaft (a shaft) in an upper part of a mass having weight, a floating body part having a bearing for fitting the rotary shaft and vertically moving in response to waviness on the sea surface, a normal rotation converting power generation part for generating electric power by changing reversal motion generated in a rotary shaft part fitted in the bearing of the floating body part to normal rotation motion by a one-way clutch or a ratchet mechanism, and a mooring part connected and moored to an anchor arranged at the sea bottom in a joining part of the floating body part and the heavy mass part by using a wire rope, in a sea area having a water flow of the ocean current and the tidal current.
