PROBLEM TO BE SOLVED: To realize a taper cutter not requiring a space on a desk since it is used on the horizontal surface of a table, not so heavy, quickly movable, and capable of easily cutting a cellophane tape completely by one hand by solving problems of conventional table cellophane tape cutters wherein their volumes including vertical and lateral areas and height are large and hard to move to an easy-to-use place due to their heavy weights. SOLUTION: This fixed tape cutter is usable in any place where it can be clipped to a desk, a table, a rack, a wall cabinet, side plate of bookcase irrespective of whether it is horizontal or vertical. The fixed tape cutter does not require an installation space on a table, can cut a cellophane tape easily by one hand, and quickly movable to the other places.
