PROBLEM TO BE SOLVED: To provide an oxide photocatalytic material in which particularly high activity photocatalytic function is asttained. SOLUTION: Titanium oxide crystal 3 is grown with a crystal nucleus 2 by placing the crystal nucleus in a sol solution of an organometallic compound or applying the sol solution on the crystal nucleus, solidifying and heating. The high activity photocatalytic function is attained by forming the crystal shape of titanium oxide crystal 3 grown with the crystal nucleus 2 into a columnar crystal having a hollow structure.
