PROBLEM TO BE SOLVED: To provide an environment-friendly positive electrode active material having battery characteristics superior in charge and discharge efficiency and a non-aqueous electrolyte lithium secondary battery with usage of it at a low cost. SOLUTION: This positive electrode active material for the non-aqueous electrolyte lithium secondary battery is constituted by a lithium ion complex oxide. The lithium iron complex oxide has a crystal structure and the composition before initial charge is expressed by a following composition formula (1): Lix FeOy (1) In the formula, 0.70<=x<=1.00, and 1.80<=y<=2.05. The valence of Fe is 2.9 to 3.1.
