PROBLEM TO BE SOLVED: To reduce the quantity of data to be transmitted much more by effectively encoding the outline of an object expressed by a video signal through the use of an outline movement estimation method. SOLUTION: An intracoding channel 25 encodes the outline by using polygonal approximation and discrete sine transformation(DST) and an intercoding channel 35 encodes the outline by using polygonal approximation, DST and the outline movement estimation method. The intercoding channel 35 predicts the present outline based on the previous outline which is taken from a frame memory 30 and which is reconstituted and generates the moving vector corresponding to the predicted present outline. Then, the differential outline and the moving vector are encoded by using polygonal approximation and DST. Thus, an encoded outline signal is supplied to a second switch 40 through a line L18 and the outline is reconstituted. Then, it is supplied and stored into the frame memory 30 as the previous outline. |
