PROBLEM TO BE SOLVED: To apply construction such as cleaning, repair or inspection to a pipeline without sewage coming in contact with the inner surface of the pipeline by by-passing a fluid in an upper reaches pipeline part to a lower reaches pipeline part through a by-pass pipe inserted through into a construction pipeline part. SOLUTION: A by-pass pipe 13 is inserted through a construction pipeline part 10a from a manhole 11, and one end of the by-pass pipe 13 is fixed to the end of a pipe body of a shutoff device 1 closing a pipeline part 10b on the upper reaches. A tip member 16 is fitted to the other end of the by-pass pipe 13. At the end of a pipeline part 10c on the lower reaches, a pressure fluid is fed into an outer tube 15, and the outer tube 15 is brought into pressure contact with the inner surface of the lower reaches pipeline part 10c and fixed. When the feed of the pressure fluid into an inner tube of the shutoff device 1 is stopped, the inner tube is set back into a flat state to open the inside of the pipe body, and sewage in the upper reaches pipeline part 10b flows into the lower reaches pipeline part 10c through the by-pass pipe 13. |
