When vibrations having large amplitude such as an earthquake are propagated to first and second braces 24, 27 at that time, comparatively large vibrations can be damped by the damping force of the hydraulic damper 23. When comparatively small vibrational energy such as a small earthquake, traffic vibrations, etc., is propagated to the first and second braces 24, 27, comparatively small vibrations are damped by the damping force of the damping elastic body 34 when the braces are displaced, and the micro-vibrations of a structure can be damped.
