PROBLEM TO BE SOLVED: To eliminate the need for special hardware for an ATM exchange. SOLUTION: An ATM cell inputted to the ATM exchange 12 is inputted to an ATM board 31 and an ATM cell for signaling is switched to an internal port under the control of a switch control part and outputted to the CPU 21 of a personal computer through a PCI bus 30. The CPU 21 analyzes the contents of the ATM cell for signaling and sets a communication route to the ATM board 31. An ATM cell for communication data is switched by the ATM board 31 according to the communication route determined by the CPU 21.
