PROBLEM TO BE SOLVED: To stably maintain an oscillation wavelength for a long period in optical output control by a method for controlling the driving current of a laser. SOLUTION: This transmitter is provided with a wavelength monitor 19 for receiving light through a wavelength filter 18 having wavelength dependence and a wavelength stabilizing circuit 206 for feedbacking the differential output 113 of an optical output monitor 16 to a thermionic cooling element 21 or a DFB laser 101, and an optical output and an optical wavelength preliminarily set by the actions of an optical output stabilizing circuit 204, a temperature stabilizing circuit 205 and the circuit 206 are kept constant and stable for a long period.
