PROBLEM TO BE SOLVED: To decide an advertiser of an advertisement rationally by displaying an advertisement effectively in waiting time of displaying a map on a portable terminal. SOLUTION: A server computer 11 decides the advertiser in the following manner. The server computer 11 raises a client who wishes to display an advertisement toward the area displaying a map (step 201). A judgment is made for every area displaying the map whether the number of advertiser wishing to display advertisement is plural or not (step 202). If plural clients wish to display the advertisements in the same area, the server computer 11 decides the advertiser by auction of the advertising charges (step 203). If a single client wishes to display the advertisement in step 202, the client is decided to be the advertiser (step 204). The advertisement information is received from the decided advertiser (step 205) and an advertisement data 25 is prepared based on the advertisement information and stored in an advertisement database 15 (step 206).
