PROBLEM TO BE SOLVED: To simply measure the depth of a neutralized portion without causing the breakage of a concrete structure or its second drilling. SOLUTION: A drilled hole is made in the concrete structure 10 by using a drill 1. With an insert rod 2 including a transfer agent inserted into the drilled hole, and left standing for several to ten seconds or more, then the insert rod 2 is pulled out. In this event, the color of the transfer agent is changed in a portion disposed on a not-neutralized portion of the insert rod 2. A length is measured from a portion positioned on an opening end of the drilled hole to the discolored portion of the insert rod 2, thereby obtaining the depth of neutralization.
