PROBLEM TO BE SOLVED: To provide a measuring device for quantity of chemical reaction heat, which safely, surely measures a reaction heat quantity, even if the reaction heat quantity is small or the reaction heat excessively rises; to attain measurement of wide range; and also to provide a measuring method. SOLUTION: The measuring device for quantity of chemical reaction heat is provided with a computation processing device 9 which integrates heater output and a measuring period of time to compute a consumed heat quantity W<SB>1</SB>of a heater, when a heater output signal P output by a heating-controlling device 2 is input and the heater output is determined to be at least a threshold value by a determination means 91 which compares the heater output with the threshold value, or computes not only a difference in temperature of a heat medium B between the inlet 41 of a heat-exchanging jacket 4 and its outlet 42 but also a flow quantity by the input of a heat medium flow quantity signal R output by a heat medium flow quantity sensor 8 to integrate these values to compute a consumed heat quantity W<SB>2</SB>of the heater 21 when a variation per unit time in heater output quantity is at least a prescribed quantity.
