PROBLEM TO BE SOLVED: To provide a wiring board for mounting a light-emitting element, capable of efficiently reflecting light from a light-emitting element, a method of manufacturing the wiring board for mounting a light-emitting element, and a light-emitting element mounting wiring board.SOLUTION: The wiring board for mounting a light-emitting element according to the present invention includes an insulating layer, a plurality of connection terminals formed on the insulating layer, and a reflection film which is laminated on the insulating layer and exposes the connection terminals. The reflection film is provided with an opening which is formed including a wall surface positioned so as to surround a mounting region of a light-emitting element mounted on the plurality of connection terminals and including a bottom surface positioned lower than upper ends of the plurality of connection terminals in the mounting region. |
