PROBLEM TO BE SOLVED: To shorten reproduction delay by reducing the buffering quantity of AV data needed by a reproduction start in a receiving side in the transmission of a plurality of pieces of continuous media data such as AV data about a packet data repeater and a packet data distributing device. SOLUTION: An RTP(real-time transport protocol) packet where a plurality of pieces of continuous media data are stored is extracted from a received packet, an RTP packet filter 1-1 distributes RTP packets having a synchronous relation in each media type and the distributed RTP packets are stored in individual RTP packet buffers 1-2 and 1-3. An RTP packet scheduler 1-4 calculates a transmission priority of each RTP packet having a synchronous relation on the basis of synchronous reproduction information attached to the RTP packet of each of media, an encoding rate and a transmission line band and outputs each RTP packet to a packet output queue 1-5 in the order of the priority. The packet output queue 1-5 transmits each RTP packet to the network of a receiving terminal side according to the priority.
