PROBLEM TO BE SOLVED: To provide an accounting and payment agency business method and server for accounting business agent capable of reducing the load of a contents forming agent by making a business agent perform the service providing business of providing a service provided by a service provider to a user to the user and the accounting and payment business to the service. SOLUTION: An xSP 7 provides the service to a user terminal 11 instead of CP 5, and asks the accounting process thereof to a charging PF 9, and the accounting PF 9 performs the charging processing to charge the service fee and asks a payment processing to a payment business agent server 1. The xSP 7 charges the service providing agent fee to the CP 5, and asks the payment processing to the payment business agent server 3. The accounting PF 9 charges the accounting business agent fee to the xSP 7 and asks the payment processing to the payment business agent server 3. The payment business agent server performs each payment processing.
