PROBLEM TO BE SOLVED: To obtain effect which can encode only an image within a earget range (inside of a region) so as to decode with higher definition than that of the image in other ranges in the case of encoding the image of an eye to be examined. SOLUTION: An image processor is provided with an input means (1) to input the image, a setting means (6) to set the interested region in the image inputted from the input means, a code line generating means (2) which changes compression ratio in the interested region and other regions to encode and generates the code line, and a decoding means (2) to restore the image based on a storage means (3) to store the code line, and the code line stored by the storage means.
