PROBLEM TO BE SOLVED: To provide an exfoliation preventive member capable of preventing concrete exfoliation even if the exfoliation preventive member is damaged by the expansion and contraction of secondary lining concrete caused by a temperature change while reducing investigation and repairing cost, without requiring the investigation of a joint part likely to cause exfoliation. SOLUTION: This exfoliation preventive member 19 covers a joint 17 of mutual lining concretes 15 and 15 adjacent in the tunnel extending direction; and has a bending part 23 composed of a belt-like hard resin plate 21 arranged along the joint 17 and formed by projecting a width directional substantially-central part of the resin plate 21 to one surface 21a side, and a plurality of locking strip pieces 27 continuously formed in the longitudinal direction of the resin plate 21 by projecting from one surface 21a of the resin plate 21 on both sides for sandwiching the bending part 23, and is constituted so as to stick a belt-like rubber sheet 28 to the outside surface 23a of the bending part 23 by bending width directional both sides of the resin plate in a dog leg shape in an angle range of 160 to 178 degrees to the other surface side with the bending part as a center.
