PROBLEM TO BE SOLVED: To provide: a photoelectric conversion element arranged to use a perovskite compound as a light absorbent, which is enhanced in short circuit current density, and hard to cause the drop in photoelectric conversion efficiency even under a high-humidity environment; and a solar battery arranged by use of such a photoelectric conversion element.SOLUTION: A photoelectric conversion element comprises: a first electrode having a photosensitive layer including a light absorbent on a conductive support body; and a second electrode opposed to the first electrode. In the photoelectric conversion element, the photosensitive layer includes a nanorod made of a metal oxide and as the light absorbent, a compound having a perovskite type crystal structure; the aspect ratio of the nanorod is larger than one; and the compound having the perovskite type crystal structure is expressed by the following formula (I): Formula (I) AMX(where A represents an element of Group I of the periodic table or a cationic organic group; M represents a metal atom other than an element of Group I of the periodic table; and X represents an anionic atom).
