PROBLEM TO BE SOLVED: To gather driving information for deciding an automobile insurance premium at a low cost. SOLUTION: Data indicating automobile driving characteristics by a driver are gathered by an on-vehicle computer and the data are recorded in a user ID card. The card is read by data gathering devices 311-31n and 331-33n in gas stations and convenience stores and uploaded to a host computer 002. The host computer prepares the estimate of the insurance premium from the insurance calculation reference of each insurance company and driving characteristic information and presents it to the driver. As a result, when the driver indicates the intention of application to an insurance, it is notified from the host computer 002 to the insurance companies 201-20n.
