PROBLEM TO BE SOLVED: To prevent an oversight of micro defect of a traveling material surface. SOLUTION: One dimensional image pickup element 11 converts an image of a traveling material 99 into video signal for sending to an adder 31. The adder 31 integrates the video signal to obtain superimposed video signal. A rotary encoder 21 detects traveling distance of the traveling material 99. The adder 31 sends the superimposed video signal to a divider 32 for each travel of a specified distance of the traveling material 99. So that video information of a specified area is contained in the superimposed video signal regardless of travel speed of the traveling material 99. And, since the video signal is not thinned out when the superimposed video signal is generated, an oversight of a micro defect of the traveling material 99 is prevented. The superimposed video signal is, after signal-processed with the divider 32 and a flaw discrimination device 40, outputted to a printer 53 and a CRT 98, etc.
