PROBLEM TO BE SOLVED: To produce an electrifying member having low environmental dependency of its resistance, adaptable to a high process speed of >=100mm/sec and not causing defective electrification even at continuous high-speed operation in an environment at low temp. and humidity. SOLUTION: This electrifying member 2 consists of an electrically conductive substrate 2a and an electrically conductive rubber layer 2b, a bleeding preventing layer 2c, a resistance controlling layer 2d and a surface layer 2e successively coating the peripheral surface of the substrate 2a. The resistance controlling layer 2d contains an electrolyte in a polyurethane ionomer having an ionic segment in each molecule and the ionic segment is selected from among sulfonic acid, carboxyl and tert. amino groups or their salts. The glass transition temp. of the polyurethane ionomer is <=30 deg.C and the volume resistivity is 10<6> -10<9>Ω.cm. Lithium perchlorate, lithium thiocyanate, sodium tetraphenylborate or sodium dodecylbenzenesulfonate is suitable for use as the electrolyte.
