PROBLEM TO BE SOLVED: To provide a rotational force generating device for improving rotary torque due to a magnet by suppressing the generation of the repulsive force of both magnets that function as brake force when the magnet being fixed to a rotary plate approaches the magnet of a fixed plate, and by allowing the repulsive force of both magnets to be effective only in the direction of rotation. SOLUTION: A plurality of magnets 19 are annularly arranged on rotary plates 8 and 8 being fixed to a rotary shaft 4 for fixing while a magnetized end face faces inside and outside, a plurality of magnets 15 are annularly arranged on fixed plates 7 being arranged concentrically to the rotary plates 8 for fixing within the diameter of the annular arrangement of the group of magnets 19 of the rotary plates 8 so that the magnetized end surface faces inside and outside, the magnetic poles of the magnets 19 being fixed to the rotary plates 8 and those of the magnets 15 being fixed to the fixed plates 7 are set so that the magnetic poles of the end faces opposing each other are set to the same pole, and magnets 16 and 20 for demagnetization where the direction of the line of magnetic force is at right angles to each of the magnets 15 and 19 are arranged at the opposing end-part side of each magnet 19 of the rotary plates 8 and each magnet 15 of the fixing plates 7, thus allowing repulsion force due to the line of magnetic force of both the magnets 15 and 19 to effectively operating only in the direction of rotation.
