PROBLEM TO BE SOLVED: To provide an image forming device constituted such that uneven density is suppressed and deterioration of image quality is prevented, as for the image forming device using an intermediate transfer belt of high rigidity. SOLUTION: As for the image forming device for primarily transferring a toner image formed on an image carrier to the intermediate transfer belt at a primary transfer part, secondarily transferring the toner image on the intermediate transfer belt to a transfer material at a secondary transfer part, and then, forming an image, the intermediate transfer belt is provided with at least an elastic layer on a resin substrate, in the other way, the intermediate transfer belt is provided with an elastic layer having a JIS-A hardness Mb on a rubber substrate having a JIS-A hardness Ma, and Ma>Mb is established.
