PURPOSE: A hand-off method in an ALL-IP network is provided to hierarchically use an SIP(Session Initiation Protocol) and a mobile IP when a hand-off occurs while a mobile terminal moves, thereby reducing a delay phenomenon caused by an encapsulation overhead and a triangle routing structure. CONSTITUTION: If the first mobile terminal(B) in the first subnetwork(10) moves to an another FA(Foreign Agent), the first mobile terminal(B) notifies a self movement to an HA1(the first Home Agent), and the HA1 renews location information of the first mobile terminal(B) as a new FA(S1). The second mobile terminal(A) transmits data to the HA1(S2). The HA1 forwards the data received from the second mobile terminal(A) to the FA, and performs tunneling(S3). When the first mobile terminal(B) moves to a network(20) managed by an HA2, the first mobile terminal(B) notifies a self movement to the HA2, and the HA2 registers the first mobile terminal(B)(S4). The HA2 notifies an SIP proxy(30) of location information of the first mobile terminal(B), and modifies home agent information(S5). The second terminal(A) transmits data to the HA2 based on the home agent information received from the SIP proxy(30)(S6). The HA2 forwards the data received from the second mobile terminal(A) to the first mobile terminal(B)(S7).
