PROBLEM TO BE SOLVED: To prepare a skin lotion or cosmetic which uses reduced water and can prevent or recover skin troubles such as stains caused by UV light, freckles, drabness, and dryness, or skin ageing such as skin slacks and wrinkles. SOLUTION: This skin lotion or cosmetic using acidic reduced water is characterized by using the reduced water obtained by hydrolyzing pure water in a three chamber type electrolytic cell and having a pH value of about 3.5 to 5.5, when produced, and an ORP (oxidation-reduction potential) of about -200 to -550 mV (vs. Ag/AgCl), as raw material water.
