A control signal generation circuit and a battery management system using the same are provided to measure a cell voltage accurately and stably by preventing a charging relay and a transfer unit from being switched on at the same time. A control signal generation circuit includes a first signal line, a second signal line, a third signal line, a transistor(115a-115e), and a circuit unit. The first signal line transmits a first control signal having the on level or off level. The second signal line transmits a second control signal having the on level or off level. The third signal line transmits a third control signal having an on level or off level. A first electrode is connected to the first signal line. A second electrode is applied by an off level. The transistor(115a-115e) is turned on based on the second and third control signals, and connects electrically the first electrode to the second electrode. The transistor(115a-115e) converts the first control signal into a fourth control signal. The circuit unit receives the second and third control signals, and generates a fifth control signal having the on level when the second control signal and the third control signal are off levels.
